A Rainbow builds its suction across stacked fan stages inside the motor, and R2613 is the upper metal stage assembly for the D4 and D4SE. Each stage hands air to the next, so every one of them has to be intact for the machine to pull the way it was designed to.
The tell for a damaged upper fan is usually noise before it is suction: a vibration or hum through the body that was not there before, sometimes a rattle where a blade has chipped and thrown the stage out of balance. Suction drops alongside it, and an unbalanced fan loads the motor bearings directly, so a chipped stage tends to take other parts with it if it keeps running.
This is motor-service work. Note the order and the orientation of the stages as they come off the shaft, and put them back in the same sequence.
