This is the outer cloth bag for the Oreck XL2000-series uprights, part 430000953, listed for the XL2000HH, XL2000RH, XL2000RS and XL2800H2US and for the U2000HH, U2000R, U2000RB-1 and U2000RSB.
The outer bag is effectively the body of the machine above the handle. It contains the bag assembly, holds its shape against the airflow inside, and absorbs every knock the top of the vacuum takes going through doorways and down stairs. They wear through at the fold near the fan housing, split along a seam, or lose the collar that keeps the top located, and from then on dust escapes through the tear instead of staying in the machine.
A new outer bag closes that up. Move the bag assembly across, and check the retaining spring at the fan housing while it is all off.
