This is the F-style bag holder, Kirby part 190408, used on the Sentria and Avalir. It sits on top of the fill tube inside the outer cloth bag and is the piece the paper bag collar clips onto, which makes it the seal between the fill tube and the bag.
It has a second use worth knowing about: because it accepts universal F-style bags, it is the part that converts a Kirby to take them. The Sentria and Avalir are F-style machines already, so on those it is a straight replacement.
You need one when bags stop seating properly, when a fresh bag is awkward to clip on, or when dust starts showing up loose inside the cloth bag. All three point at a holder whose collar seat has cracked or lost its grip, and a bag that is not held square is a bag that is not sealed.
