The bellows on a bottom-fill Convertible is the flexible section that lets the machine pivot without breaking the air path between the nozzle and the bag. Hoover part 011064JM, the Model 65 bellows, listed for the Hoover 1030, U4387, U4451, U7019, U7021 and U7033.
These are old machines, and a flexing part of that age is the first thing to fail. The bellows goes hard, then splits, often along a fold where you cannot see it without pulling the machine apart, and from that point the suction the motor generates escapes into the body instead of pulling dirt up into the bag. Owners usually suspect the bag or the belt first.
Fitting a new bellows seals the path again. Check the neighbouring gaskets while you are in there, as they will be the same vintage.
