On the Hoover UH70010, UH70015 and UH70020, the idler arm holds tension on the brush roll belt, and a clamp holds the idler arm. Part 36172061 is that clamp.
Belt tension is not set-and-forget on these machines. When the clamp loosens or breaks, tension slackens off, the belt starts slipping under load, and the brush roll slows or stalls outright in thick carpet. Cleaning goes patchy, and you often hear a squeal as the belt skids across the pulley.
A slipping belt glazes quickly, so check yours while you are in there. If the inside face has gone shiny and hard, replace it along with the clamp or you will be back inside the machine shortly.
