Part 71480 is a pre-motor filter built for Sanitaire's 5840 Lite-Speed upright and the identical machine Eureka sold under its own badge. It occupies the small gap right before the motor inlet, positioned as the last line of defense for whatever a bag lets through.
This is one of the least expensive parts in the machine and also the one most likely to get skipped during a routine bag swap. Once it clogs, pickup weakens even with a brand new bag installed, and the motor starts running warmer than normal simply from being starved of air rather than from any mechanical fault. A pad that has turned stiff and grey, instead of staying soft and pale, has already stopped doing useful work.
