At 10.5 inches, this is the brush roll for the Bissell 23T7 Easy Vac upright, ordered as part 2037627. The same roll is listed for the 3120 and 3130 series machines built on that foot, including the 31301 through 31309 and the 3130A, 3130C, 3130H, 3130M, 3130R and 3130W.
Brush rolls rarely break outright, they quietly stop working. Bristles shorten and splay, and once they no longer reach down into the pile the vacuum skims the top of the carpet and leaves grit for the second and third pass. Melted rows from a stalled belt, a bearing that whines, or hair packed so tightly at the ends that the roll will not spin freely are the other reasons to change one.
Cut the wrapped hair away at both ends before the new roll goes in, or the belt will pay for it.
