Kirby part 191884 is the black bag top cover for the Heritage II and the Heritage II Legend - the moulded cap that closes the top of the outer bag assembly and clamps the fabric where it meets the machine.
The plastic goes brittle with age, and it is the snap points that break rather than the cover itself. Once they let go, the bag top sits loose and cocks over to one side, the fabric works free at the edge, and the whole assembly starts swinging as you push the machine.
A fresh cover pulls the bag back into shape and tidies up the top of the vacuum at the same time. Look at the condition of the fabric where it was clamped while the old cover is off - that edge takes all the wear and often needs attention too.
