This is the handle fork latch spring, part 1133738000, from Royal's new-style metal upright design, the same chassis Dirt Devil used on the 089000. It provides the tension that keeps the handle latch engaged.
Springs like this fatigue rather than snap. As the tension goes the latch stops holding: the handle drops out of the upright position on its own, will not lock at the reclined angle you want, or flops between positions while you are trying to vacuum. It reads like a broken handle, but it is usually this spring.
The new spring seats on the original latch hardware with no modification. While the assembly is apart, look at the latch itself, because if the spring has been weak for a while the latch face is often worn too.
