The upper cord hook for Bissell bagged uprights, part 2031018. It is the top hook the cord wraps around, fitted to the 3545 and shared across the PowerForce family: 1739, 3522, 3530, 3537, 3575, the 6590 series, the 71Y7 series, 46E5, 8900, 9V03 and the BGU1451T commercial machine.
It is a small piece of plastic that spends its life being levered by a taut cord. Most break at the base; some are meant to rotate and seize instead. Either way you end up unwinding by hand every time, and a cord left lying on the floor rather than hung gets stepped on, run over and eventually cut.
Replacing the hook is a screwdriver job. If the lower hook is the same age, look at it while you have the machine apart.
