Each one goes beneath an M4 screw head to spread the clamping force over a wider footprint of plastic or sheet metal. Once a washer has cupped or picked up corrosion it no longer sits flat, and the fastener above it works loose over the next few hours of run time. Replacing the set while the machine is apart is faster than chasing an intermittent rattle later, and it costs nothing in time when the screws are already out.
