Valve chatter under load, or a relief valve that will not seat at all, almost always traces back to a tired spring. 8128UL covers the later revision of that spring, and SEBO fits it across the FELIX uprights and the DART. On the FELIX drawing it is item 13, sitting between handle tube 7081ER at item 11 and hose duct 7090SW at item 14 — the region where the air path turns upward into the handle.
Its function is to keep the relief valve closed until suction passes a set point, at which stage the valve lifts and admits air, keeping the motor from being starved by a blocked hose or a nozzle sealed flat against upholstery. As the coil softens, the valve stops seating cleanly and regulation turns woolly. The machine surges, the valve buzzes audibly up through the handle, or it hangs open and never builds proper suction down at the floor.
Ordering carries one wrinkle, because the two drawings present this part differently. FELIX lists the individual spring at item 13 under this number. The DART sheet instead shows valve spring set 7028ER at its item 17, and 8128UL is one of the springs packed into that set. Working from a DART parts list, check whether the number in front of you is the single spring or the whole set. Worth noting too that the FELIX sheet carries an unrelated second spring, cover latch spring 7024ER at item 29, which does an entirely different job.
