Part F640 is a replacement HEPA filter for the Dirt Devil F51 filter position.

A HEPA filter is meant to catch the fine dust that everything upstream of it lets through. Once it loads up it does two things at once: airflow drops, so suction at the floor weakens, and some of the fine particles it can no longer hold get pushed back out with the exhaust air. A fresh filter fixes both. A quick check is holding the filter up to a light, and if you cannot see light through the pleats anymore it has reached the end of its useful life.
