This is the Type B allergen bag, made from multi ply paper media rather than the single layer used on older upright lines. The added layering is what lets it hold back finer dust while still passing enough air to keep suction reasonably steady as the bag loads up, which is the whole point of stepping up from a standard bag.
None of that extra media changes the basic rule, though. Run one past full and it still chokes airflow, just at a slightly later point than a thinner bag would. Change it once it feels tight in hand rather than waiting for the vacuum to sound like it is struggling, since a bag pushed well past that point eventually lets fine dust slip toward the motor rather than staying in the media.
