This machine end cuff is a replacement hose fitting for the Titan T1400 canister vacuum. The cuff is the collar that secures the hose at the vacuum body, and its job is to hold an airtight connection so the suction the machine generates actually arrives at the cleaning end of the hose.
Cuffs crack and loosen with age and repeated flexing. If you hear air hissing at the canister, notice reduced suction, or find the hose no longer seats firmly in the inlet, a worn cuff is the likely culprit, and replacing it is far simpler than replacing the entire hose assembly.
