The upper cord hook, part KC53EDWFZV07 — the top of the two hooks a Kenmore upright's cord wraps around. It is listed for the Kenmore 31150, BU1005 and BU1018, and for the Elite and standard uprights in the 116.31150 and 116.31140 series along with their 125-prefix equivalents.
Cord hooks snap. The upper one usually goes first, because it is the one that gets rotated to release the cord in a hurry, and the plastic fatigues at the base of the stem. Once it breaks the cord will not stay wound: it slides off, trails behind the machine, gets rolled over by the wheels, and eventually the outer jacket wears through where it has been dragging.
A hook costs a few dollars and clips straight on. If the cord already shows scuffing or a flattened section from being run over, deal with that at the same time.
