The handle bail shaft (Part #32563009) fits Hoover models 7069 and 7071, running through the bail assembly to form the pivot axis for handle movement. It lets the handle tilt back smoothly when you lower the vacuum to begin cleaning.
A bent or corroded bail shaft binds in the assembly, so the handle action turns stiff and uneven and the vacuum is harder to recline. Replacing the shaft restores a smooth, even pivot and returns the easy handle motion the machine had when it was new.
