Part 440003905 is the exhaust HEPA filter fitted to Hoover's Air Steerable upright line, the final filtration stage air passes before it leaves the machine and returns to the space being cleaned.
Unlike a dirt cup, this filter gives no visual warning as it fills. Fine particles that slip past the earlier stages accumulate in it gradually, and the first clue tends to be extra effort rather than visible dust: the motor pitch climbs, the vacuum feels like it is straining, and pickup at the nozzle drops even with an empty dirt cup and a clean primary filter in place. A faint dusty odor drifting from the exhaust vent is the other common tell.

Since eyeballing this filter will not tell you much, work off a calendar rather than waiting for a symptom it is not designed to broadcast clearly. The sound of the motor and the pull at the nozzle will tell you far more about this filter's condition than looking at it ever will. Treat it as HEPA media meant for replacement rather than rinsing, since wetting the media damages the fine fiber structure doing the capturing, and it does not recover once dried. After the machine sits unused for a season, check this filter along with the rest of the vacuum before putting it back into regular rotation.
