F959 is the HEPA exhaust filter for Bissell's 16N5 Healthy Home upright and every variant in that family: 16N51, 16N52, 16N53, 16N54, 16N57, 16N58, 16N59, 16N5F, 16N5K and 16N5T.
It is the last filter in the machine, which makes it the one that decides what comes back out into the room. As dust builds in the media, airflow through it falls and suction goes soft; once it is properly saturated, or if the pleats have split anywhere, fine dust and pollen pass straight through instead of being caught.
Check the suffix on your machine's label against the list above, because Bissell used a lot of close variants here, then drop the new filter into the existing housing. No tools, and about a year of service in a typical household.
