Bissell's 1700 draws its air through a foam filter before that air ever reaches the motor. Part ECC-8225 is the replacement for that pre-motor foam.
Foam fails in two directions. A filter packed with fine dust chokes airflow, and a filter that has gone brittle and torn lets grit straight through to the motor. Either way the 1700 starts sounding higher pitched and picking up less, and the second failure is the expensive one.
Rinse the foam in warm water when it looks gray, and let it dry completely, hours rather than minutes, before it goes back in. Once it stops springing back to shape after a wash, or you can see a tear or a thinned patch, replace it instead of rinsing it again.
