Part 440008258, sold as the F-95, is the HEPA filter for the Dirt Devil SD40120 canister vacuum and the SD40120CA variant. On a canister, this element handles the air on its way back out of the machine, once the motor has already done its work.
Canister vacuums push a lot of air through a comparatively small exhaust filter, so an element that has darkened evenly across its whole face is already past the point where it holds back what it was built to hold back, even if suction still feels normal. The more reliable sign is air quality, not power: if the exhaust carries a faint dusty smell or you notice more airborne dust after vacuuming, the filter has stopped doing its job before the motor has slowed down noticeably.
Canister units also tend to sit unused between jobs, so a filter can go stale even without heavy use, since dust that has settled into the pleats over time compacts differently than dust picked up recently. A machine pulled out of storage after months is worth checking on this basis alone, not just by how it was performing when last used.
