The strain relief spring, part 20-5600-09, is the small coil that supports the power cord right where it exits the base on a Eureka or Sanitaire commercial upright. That single point flexes more than the rest of the cord combined, because the machine gets wrapped and unwrapped dozens of times a shift and the cord bends sharply against the housing edge every time it does.
Once the spring loses its shape or snaps outright, the cord no longer has support at that exit point and starts flexing directly against the plastic edge instead. Internal conductors break down from the inside while the outer jacket still looks intact, which is a slower and less obvious failure than a visible cut, and a more dangerous one. Swapping the spring before that happens is a five-minute job that heads off a much bigger repair.
