Dirt Devil catalogs this element as the F-16 HEPA filter. It is sold here as part F950, the replacement filter for the UD40310 upright, and it is a drop-in for the filter that came out of the machine.
Once the media has taken on a full load of dust, it passes less air, and the vacuum has to work harder to move the same volume through it. Past that point a saturated HEPA element stops holding onto the finest particles it is meant to trap, and the air leaving the machine can carry a stale, dusty smell even though the motor still sounds like it is running at full power.
