Part AC29FZAZV07 is the clamp for the dust brush and bag housing on the Panasonic MC-V6815, and the same clamp is listed for the MC-6810, MC-6855, MC-6915 and MC-6955.

Its job is to keep the housing pulled closed so the bag compartment stays sealed. When the clamp cracks or loses its spring tension the seam opens slightly — enough that fine dust escapes at the joint and, more noticeably, enough that air is drawn in there rather than through the nozzle. The vacuum runs at full speed and picks up less.

A line of dust along the housing seam after a few uses is the giveaway. With the housing apart, take a moment to check the bag seat and its gasket, since a leaking seam and a poor bag seal tend to show up together.
