The safety filter assembly for the Panasonic MC-V9610 canister vacuum, part 42004. It sits between the bag and the motor as the last line of defence, catching whatever escapes when a bag tears, is fitted badly, or is simply left in too long.
Because it only ever sees what gets past the bag, this is the filter everyone forgets, and it can be a decade old in an otherwise well-maintained machine. A clogged safety filter strangles airflow at the point where it matters most, so the vacuum runs hotter and quieter than it should while pickup falls away, symptoms that get blamed on the motor far more often than on a forgotten filter.
Pull it out and look at it. If it is grey all the way through rather than dusty on the surface, replace it: that is dust which has already made most of the journey to the motor.
