When the bristles wear short or splay outward the roll stops reaching into the pile, and the carpet stays matted after a pass. The tell is a machine that still sounds powerful while leaving pet hair and lint sitting on the surface. A roll bound up with thread and hair does the same thing, and adds enough drag that the belt suffers for it too.
Cut the wrapped debris off the old roll before deciding it is finished. If the bristles are still long and stiff, cleaning it may have been all it needed. If they are not, this replaces it, and the belt is worth inspecting while the head is open.
