Kirby's black zip brush is a small bristle accessory brush sold as part 475023 for the Generation series machines.
Like any small attachment brush, it does its work through the bristles alone, and bristles do not last forever. Repeated use bends them over or wears the tips down until they glide across a surface instead of biting into it. Once that happens, the brush pushes dust and lint around rather than lifting it, and no amount of cleaning restores bristles that have gone soft or splayed.
