Part 2038045 is the brush roll for the Bissell PowerForce Helix Turbo, confirmed for the 68C7 and its 68C71, 68C7C, 68C7R, 68C7U, 68C7V and 68C7W variants, and for the 2140.
A worn roll is easy to diagnose and easy to keep ignoring. Bristles should be stiff enough to resist a thumb and long enough to reach well past the housing. When they have gone short, splayed or glazed, the vacuum stops agitating the pile and starts skimming it, and pet hair is the first thing it starts leaving behind.
Cut away the hair and thread wound at each end before the new roll goes in. That wrap is what stalls a roll, cooks the belt, and sends the replacement down exactly the same road as the original.
